Renters’ Rights Bill Advances — Implementation in Sight

On 8 September 2025, the Renters’ Rights Bill returned to the Commons for its Ping-Pong Stage, when MPs considered and responded to amendments from the Lords. This marks a decisive step towards Royal Assent, potentially before the end of the year.

Only minor amendments were accepted. The Government confirmed its commitment to the central reforms, with Housing Minister Matthew Pennycook announcing that periodic tenancies will be introduced in a single stage — possibly within three months of Royal Assent. All existing agreements will convert, and all new tenancies will fall under the new framework.

The trajectory of reform is now clear. Yet key details remain unresolved, notably in relation to student accommodation, supply-side pressures, and enforcement. These will prove critical for landlords, agents, and tenants alike.

Concerns

Clarity on how the rules will operate in practice.
Balanced enforcement that addresses rogue operators without overburdening compliant landlords and agents.
Sector-specific provisions for student housing and short-lets, ensuring the reforms recognise the diversity of the market.
